ABU DHABI // Happiness, spirit and Government commitment unite the UAE community, Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, said at a Cabinet meeting on Sunday.
“We are at the beginning of a path along which we learn every day to achieve prosperity and happiness of human beings, and our wishes for the happiness of all peoples and nations,” Sheikh Mohammed said during the meeting at the Presidential Palace in Abu Dhabi.
The Cabinet endorsed the National Charter for Happiness and Positivity during their meeting, held on the International Day of Happiness, marked by the United Nations.
The charter said the Government was committed to creating an appropriate environment for the happiness of individuals, families and the community, with positivity an essential value in achieving dreams.
The Cabinet also approved initiatives to create happy and productive work environments at federal Government bodies, Wam, the state news agency, reported.
The programme also involved policies to motivate employees in the private sector.
Ohood Al Roumi, Minister of State for Happiness, submitted projects and initiatives as part of the national programme.
Ms Al Roumi was appointed to the new post last month in the largest Government reshuffle in the country’s history.
The programme included the appointment of a chief executive for happiness and positivity at all Government bodies and the establishment of councils for happiness at federal entities. It also encompassed annual surveys to measure happiness.
The Cabinet also approved a measure to finance federal universities on performance, based on a study to develop a funding mechanism in line with international practices.
A guide of procedures aimed at improving the efficiency of financial practices for the federal Government this year was endorsed, Wam said.
The meeting was held in the presence of Sheikh Saif bin Zayed, Deputy Prime Minister and Minister of Interior, and Sheikh Mansour bin Zayed, Deputy Prime Minister and Minister of Presidential Affairs.
